Honolulu prioritizes public safety with a well-established law enforcement and emergency response system covering the entire island of Oahu. The Honolulu Police Department (HPD) is the primary law enforcement agency, utilizing a combination of marked patrol vehicles and unmarked subsidized cars. The marked fleet consists of white vehicles with blue stripes and “HONOLULU POLICE” lettering, while officers of a certain rank can purchase personal vehicles for official police use. These subsidized vehicles, which must adhere to department regulations, feature a small blue roof light but come in various makes, models, and colors. Honolulu and Hawaii County Police are the only law enforcement agencies in the state and the U.S. that operate subsidized vehicle programs. Additionally, all HPD and local law enforcement vehicles use blue lights, which remain illuminated during patrols.

The Honolulu Fire Department (HFD) is responsible for firefighting and first responder emergency medical services across Oahu. Unlike most fire departments in the U.S., HFD uses yellow fire trucks, a unique feature that distinguishes them from traditional red firefighting vehicles. Advanced emergency medical services (EMS) are managed by Honolulu Emergency Medical Services, ensuring rapid, life-saving care for residents and visitors.

Beyond public safety, Honolulu fosters global relationships through sister city partnerships with over 30 cities worldwide. These partnerships, spanning from Baguio in the Philippines to Seoul in South Korea and Rabat in Morocco, promote cultural, economic, and educational exchanges, strengthening international ties.
